MiCA bestaat niet alleen uit de verordening zelf. Een substantieel deel van het regulatoire kader is uitgewerkt in Level 2- en Level 3-maatregelen, waaronder Regulatory Technical Standards (RTS), Implementing Technical Standards (ITS), en richtsnoeren en Q&A’s van verschillende toezichthouders.

Deze maatregelen geven operationele invulling aan de kernvereisten van MiCA. Zij zien onder meer op governance, interne controles, klachtenbehandeling, belangenconflicten, bewaarplichten, transferdiensten, marktmisbruik, prudentiële vereisten en de inhoud van vergunningaanvragen en white papers.

Het regulatoire landschap is nog steeds in ontwikkeling. Nieuwe maatregelen worden doorlopend aangenomen, afgerond of bijgewerkt. Het kan in de praktijk daarom uitdagend zijn om overzicht te houden over het volledige kader.
